Nonresident Open Enrollment
The Open Enrollment Program is Wisconsin's inter-district public school program which allows students to attend school districts other than the one in which they reside. Students are accepted by nonresident districts based on the availability of space at each grade level, and available seats are filled by random drawing after the application deadline. 4K Applicants
Muskego-Norway's 4K program is located at Bay Lane Elementary. Once accepted, you will receive your child's school assignment for Kindergarten through 4th grade. Placements are determined by seats available at each school, drawing order, and your school preference. Once placed in an elementary school, students would then attend the middle school aligned with the elementary school.
4K Requirements
- For children to open enroll into Muskego-Norway's 4K program, state statutes require the resident district to offer a 4K program.
- If a child is 4 on or before September 1, they register for 4K. There is no early entrance for 4K. If a child is 5 on or before September 1, they register for 5K. Any exception to the above guidelines is a decision that is made on an individual, case-by-case basis, as this is not a routine practice. Transportation
If accepted, parents are responsible for providing transportation.
Current Open Enrolled Students
If you have a child who is currently attending through open enrollment, there is no need to reapply for that child.
Tuition Waivers
Students who are attending on a tuition waiver must complete an open enrollment application if they wish to continue attending Muskego-Norway Schools in the fall.
