Compulsory Attendance
The School Board recognizes the positive relationship between regular school attendance and success in school and employment. If student learning and growth are to take place, parents/guardians, students, and school personnel must recognize their responsibilities to assure regular attendance.
It is the responsibility of the parent/guardian to notify the school and provide reasons for a child’s absence. It is the responsibility of the school attendance officer (principal) to determine whether the absence is acceptable (excused) or not acceptable (truant). The student is required to complete all schoolwork missed during an absence.
COMPULSORY ATTENDANCE 431(P)
The superintendent or his/her designee shall be designated as the school attendance officer and shall cause to be recorded the daily attendance of each Muskego-Norway student. The school attendance officer is responsible for matters related to school attendance and truancy and shall deal with these matters in accordance with Wisconsin law and School Board policy. Each teacher employed by the District is required to submit to the school attendance officer/designee daily attendance reports on all students under his/her charge.
DEFINITIONS:
Excused Absences State law allows a parent/guardian to excuse a child up to 10 days in a school year for any reason (in writing before the absence). When a student is absent from school, the parent/guardian or adult student should notify the school prior to the start of the school day. All absences will be considered unexcused unless excused by parent/guardian. Notification excusing the absence must be received within two school days of the absence. After two school days, the absence will be unexcused After 10 days of parent/guardian excused absences, the school attendance officer will excuse students from attendance in school only for the following reasons:
* Personal illness of the student B physical, emotional or mental. A written Medical verification is required stating time period for which it is valid, not to exceed 30 days;
* Medical appointment B Such appointments are to be made, whenever possible, when school is not in session. Verification of such appointments may be required; * Exceptional circumstances B family death, hospitalization, acute family or personal crisis, religious observations, and legal appointments which cannot be arranged outside of the regularly scheduled school day. Verification of such circumstances may be required stating the time period for which it is valid, not to exceed 30 days;
* Extended trips sanctioned and authorized by the parent/guardian (i.e. school sponsored trip or family vacation) B The Board may recognize extended trips as an excused absence if administrative approval is granted prior to the planned trip. Teacher communication must be established regarding make-up work, projects, and tests. Dates/timelines must be clearly established and communicated.
Unexcused Absences
Any absence that does not meet the excused absence criteria as defined by the School Attendance Officer.
Excessive Excused Absences -
Excused absences in excess of part or all of ten (10) or more days on which school was held during a school year.
Truancy
Truancy is described as any absence, for part or all of any day on which school is held during which the school attendance officer has not been notified of the legal cause of such absence by the parent(s) or legal guardian of the absent pupil. Truancy also means intermittent attendance carried on for the purpose of defeating the intent of Wisconsin Statutes 118.15 and 118.163(1)
Habitual Truant
A student who is absent from school without an acceptable excuse for part or all of five (5) or more days on which school is held during a school semester. Makeup Work A pupil shall not be denied credit in a course or subject solely because of the pupil's unexcused absences or suspensions from school. Pupils who miss examinations due to excused or unexcused absences shall be allowed one day for each consecutive day of absence to complete such examinations.
Pupils who are unexcused do not, under the statute, have the right to make-up daily work but have the right to make-up all tests and grading period exams for full credit.
